Making new contacts Outlook

Theres my contacts and catalogue root/map.

Opening catalogue -  all contacts - new contacts - save contacts, will save my new contacts under My Contact root/map, not under All contacts.

Why? I want to be able to make new contacts which is shared to everyone within the organisastion.
