License issue on Graph API to access signins logs

From this official doc: https://docs.microsoft.com/en-us/azure/active-directory/reports-monitoring/concept-sign-ins, it seems all license are permitted to access signins logs via Graph API. However, Microsoft 365 Business Standard can not access it and return error which said "Azure AD Premium P1 (or above) license is required to query signIn log". But another account with Office 365 E3 license can access it, and this account also don't has AAD P1+ license.

Further more, both Business Standard and E3 can access https://graph.microsoft.com/v1.0/auditLogs/directoryAudits which should be similar as  https://graph.microsoft.com/v1.0/auditLogs/signIns.

So is this a backend issue on license check?
