Is it possible for the Office 365 Exchange admin to view the mailbox of other clients

You need to grant full access permission for the required mailboxes to your directors. This can be done from Exchange Admin Center > Mailbox Settings > Delegation.
Or artenatively, you can use PowerShell for configuring such delegation :-)
