install M365 App for business to 5 PC and be used by 5 employees - license compliance

By default, M365 is licensed per user.

Also, each M365 app for business license can be installed to 5 PC.

 

If a company decided to buy 1 x M365 App for business, install to 5 PC and be used by 5 employees/user, will they be liable?

 

is there any article from microsoft that specifically prohibit this practice? Please share
