Hybrid Exchange for new setup is it needed?

If you're at 30 people now, and your AD isn't integrated to Exchange - then don't bother with a hybrid. Just use MigrationWiz to migrate mailboxes and cut over in a weekend.
If you don't have AD sync to O365 going then it won't be any difference as your users will still have two passwords, however you could take the opportunity now to implement it so that when users get added into AD they automatically provision in O365.
