Only option really is to prevent auto archive and file > archive via group policy for outlook.

However best practice is to make sure you have a preservation policy in place so if s user does archive you still can export the mailbox as is through e-discovery. .

As long as you have an Online Archive enabled, the corresponding AutoArchive settings in Outlook are automatically disabled.

this is noted. how do we prevent users from exporting mails to pst files?

Export is a different thing. You can deploy the reg keys mentioned here: https://support.microsoft.com/en-sg/help/3058474/how-to-use-outlook-policy-to-control-pst-use-and-creation-in-the-offic
