Forwarding a file from OneDrive in Outlook

When a user forwards an email with a OneDrive file attached, they receive an error message and the recipient can’t open or edit the file.  When I do exactly the same thing (attach a file, make sure it’s set to “Recipients can edit”), my recipients have no problem forwarding to a 3^rd person.  I've had several people test this and there is one user who presents a problem.
