Exchange Online Protection (EOP) plan in Office 365

Hello there,

We are looking at implementing DMARC records (Anti Spoofing mechanism) and want to understand if there are any limitations with respect to Exchange Online Plan 1 and Plan 2. 

Does EOP as a plan comes inbuilt in both the Exchange Plans?
