Exchange Hybrid - GAL Multiple Forests

Do they share a tenancy? if so Azure AD connect will populate the tenancy with the users from both domains.
If they have separate tenancies you need to perform a contact synchronisation across your two domains (on-prem) using something like Microsoft Identity Manager (MIM) this is licensed by EMS E3 if you have that SKU.
One tenancy, will it work in reverse as well, will both on prem systems end up see the other on prem server's users?
No it will not sync back, you need MIM or some other method of contact sync
