Exchange Admin Center, Mail Flow, Rules, Doesnt include?

is it possible to set up a negated condition? Like the subject or body does not include a specific word?

That's what exceptions are for?
Mail flow rules is a set of conditions, actions, exceptions, and properties. Conditions and exceptions requires one or more values, if there are no conditions or exceptions set, then the rule is applied to all messages, therefore it defeat the purpose of having a Mail flow rule.
- Well, the conditions you have there is what you see so you have to deal with existing conditions
