What is it you're calling on MS Graph and what type of tenant are you using in developing your solution? Have you enabled Targeted Release / First Release on this tenant? It could also be you'd need a Developer Tenant. Recently I ran into some situations where Targeted Release / First Release wasn't enough. In my experience some (expirimental) functionality only works when you're on a "Developer Subscription".
