A user of mine is facing a similar issue - however in their case it doesn't seem to be related to the title length.
User is using Microsoft® OneNote® for Microsoft 365 MSO (Version 2305 Build 16.0.16501.20074) 64 Bit and Windows 11 Version 22H2 Build 22621.1848.
Tested on my machine and couldn't replicate - regardless of the title length:
Microsoft® OneNote® for Microsoft 365 MSO (Version 2208 Build 16.0.15601.20676) 32 Bit
Windows 11 Version 22H2 Build 22621.1848
