email delivery report in ExO
Where specifically in Exchange Online (ExO) would an admin need to navigate to if they needed to get a detailed report to show how many messages from a specific external address had landed in their recipients inbox(es), and how many had been quarantined and under what category (with details, e.g. date/time/recipient affected etc). Are there any out-of-the-box reports that can help with this and meet this criteria?

You might not find a generated report with all your desired criteria but the available generated reports are in the Exchange online mail flow report page. Also, in the Microsoft 365 Admin Center, you should find additional reports for your organization mail flow.
If the recipients are inside your organisation, you could perform message trace to determine the location of the email or search the explorer page in your security admin center (pix:view message in explorer) for detailed information. The hunting tool, in security admin center provides similar functionality and more.
