Delegate cannot create Skype meetings
I figured out that the button was available from the very beginning (after creating a new user) until I changed its email address from user.name@domain.onmicrosoft.com to user.name@domain.com (our custom domain). Of course that domain has been validated by the integrated DNS checker before. After I reverted this change the button became available again.
Why is that?
Make sure the UPN, Primary SMTP address and the SIP address all use the same domain, as a best practice.

Sorry, UserPrincipalName, the attribute you use to login to the service.

I figured the custom domain setup lacked the responsible CNAME entry responsible for that button, because the button is an Add-In. It works now.
