My guess is that this is not jsut this user but more likely the PC he/she is using.
Most likely this user cannot install something. Is this user an administrator on this PC? Does this work if you make this user an administrator?
Does it work for this user on a different PC?
Does it work if you logon to this PC with an admin account?
