Can I creat environment in Admin Power Platform with license Microsoft 365 E5 Developer?

Hi Everyone,
I am trying to create a Environment with Type "Trial" in Admin Power Platform with license Microsoft 365 E5 Developer, but Error: "The licenses assigned to this user do not allow creation of a Trial environment. Create a Production environment to continue or contact your administrator for further instructions."

So We can create Environment with Type "Trial" in license Microsoft 365 E5 Developer with other solution?
