Best scenario for migration old versions
Hello HUB, in a scenario of less than 200 users, where you currently have Exchange 2003 with local mailboxes (on the users' machines), and we want to update office applications and mail services, what would be the best possible scenario?
Would it be worth taking all users to Microsoft 365 Standard?
Should I consider including an Exchange Onlline Plan 1?

Would suggest considering E3 license which Office application bundled (evergreen), with Exchange Online
For migration, would suggest converting the existing mailbox to PST format and upload to new mailbox through Outlook if 3rd party migration tools are not considered
