auto accepted messages go to Deleted folder

I have one user with E3 lic and I've removed from Outlook options:
* Auto process meeting requests and responses
* Delete meeting requests and notifications from inbox

* Ensured that all Auto Accept/Decline opt's are unchecked
I've event setup a rule to move these meeting requests to inbox but still messages auto to Deleted folder and seem to auto accept. Not sure what is causing this, we've even repaired OL but still occurring.
