Alerting to elevated Privilege without PIM

You would need to use something like Power Automate or implement Defender for Cloud Apps or Sentinel to detect and report this. You could also probably use the standard admin alert settings for "Elevation of Exchange admin privilege" to let you know they have become a full global admin.
