365 Tenant To Tenant Migration

This is a common Commercial ➝ GCC scenario and does not require data loss if done correctly.
Use a temporary (dummy) domain on the source tenant to release the primary domain.
Attach the primary domain to the GCC tenant and pre-create users (onmicrosoft.com works).
Migrate data using an incremental tenant-to-tenant tool like CloudBik (mailboxes, archives, SharePoint/OneDrive).
Perform a final sync and cut over.
Downtime: usually minutes, not hours, when DNS and incremental sync are planned properly.
