0365 Record Center "Send To Connections"
I figured it out, when you are configuring the "Send To" connections from SharePoint admin there is a check box available "Allow manual submission from the Send To menu". If you uncheck this box, this connection will not be available on any library in the "Send To" button but is available to be used in retention policies.

This is how the record center works. Globally in SharePoint you can send documents to an archive/records center.
Maybe a better option if you want this just to work on a single library then I would look into custom actions on the library. Simply open the library in SharePoint Desginer and add a custom action.
This custom action could then start a workflow that copies/moves the item.
Of course in the new look libraries you could alsoo consider the Move/Copy options that are there out of the box for each library.
