Private Plan with $0 Price
I have created an offer in the marketplace with two plans: one public with a listed price and one private priced at $0, available only to my tenant. This is mentioned in the FAQ here.

Do my employees still need to provide credit card information to use the private plan?

Hello H123456789 - no they do not. Credit cards don't come into the procurement flow for private plans and private offer transactions.

In the purchase flow, we cannot proceed without providing credit card information for the free private plan. Is this a bug, or is there any way to bypass it?

Hi H123456789 - you need to change the properties of the listing to select something that drives it to Azure Marketplace instead of AppSource. Then the employees can purchase through their Azure portal without use of credit card. In the plan setup. Please refer to this article for additional information:
