No plans are available for the selected subscription

We just experienced the very issue being discussed in this mail thread. The error message that there are 'no plans available for the selected subscription' in our instance was related to the actual subscription being selected during the private offer purchase step. For the specific subscription selected, the user got the error message and was unable to move forward.
When our customer changed subscriptions within the Purchase flyout dialog, they did not see the error which led us to look closer at the offending subscription itself. In this case, it turned out the subscription was of an Offer that is not eligible for third party purchasing, Sponsorship (0136P). Subscriptions of this Offer type are not in scope as they are not attached to a plan for billing purposes. Some other Subscription Offer types where Marketplace purchasing is not possible include Free Trial (0044P), Microsoft Azure Sponsored Offer (0036P), Azure Pass Sponsorship (0243P). The list of available Azure Offers is here. Offer Details | Microsoft Azure
It is important to note EA subscriptions ARE available but are not in the above list. Their offer types are 0017P and 0148P.
We were able to help mitigate this by selecting a different subscription to benefit from the free azure usage. This in turn, unblocked the desired subscription to complete the marketplace purchase. We were able to troubleshoot this using the internal support tool which provides insight into the Offer Numbers for a given subscription.
We have several subscriptions and I am Owner on all of them, I get the same issue on all subscriptions. We do use a CSP as for our Azure billing.
For subscription type we are on https://azure.microsoft.com/en-gb/pricing/offers/ms-azr-0017g Azure Plan. I can not see any restrictions on this except when using free credits.
I ran the eligibility checker and have posted a screenshot of the results below. The only warning is about Private Offers, but for Grafana we just want to purchase the standard Advanced plan.
