Q: Can AppSource transactable offers use meters? Can you site the source?

Yes for the end user it is now merged into a single markeplace, but behind the scene, we still have 2 different publishing scenarios.
Whenver you publish a plan that use a meter dimension, it is only available throught an azure subscription.
so my initial question remain:

The use of meters is a great feature, but limiting it to the Azure Marketplace is unfortunate — both for customer experience and for the missed opportunity it creates for ISVs. Are there any plans to enable meters for transactable offers on AppSource as well?- justinroyal
