Hi Michael - this is a good reminder for anyone planning to publish a Dynamics 365 offer in the marketplace. Not every type of product can currently be made transactable through the marketplace. As you are noticing, for Dataverse and Power Apps that can have transactable plans enabled, the current pricing model is per user. Flat-rate model is not available for this type of offer. https://learn.microsoft.com/en-us/partner-center/marketplace/dynamics-365-customer-engage-plans#define-pricing-and-availability
