Will people who have already completed all the applied skills tests mentioned, like myself, be able to go ahead to the PL-200 exam now (before June) or do we have to wait until after June for the PL-100 to expire and MS to officially adjust the learning path?

MicrosoftNone of the PL exams have prerequisites; so you can take each independently. You do not need to take PL-100 in order to take PL-200. The two exams represent two target roles. PL-100 targets the maker role, and PL-200 the Functional Consultant role.
