Onboarding to Training Services Partner Program

Hello All

As part of onboarding to the MS Training Services Partner Program, i am at step 1 - Register for Microsoft Learn  Admin Access.  I run into an issue saying "Can't create your account"

Is anybody come across this and able to assist?
