I have training this week for AZ-400T00-A Designing and Implementing Microsoft DevOps Solutions
i try to buy lab environment i only found azure pass and lab didn't exist in all lab Hoster

I apologize for the confusion. Last month we published an FAQ that stated AZ-400 was fully converted to labs and not available for Azure Passes. That was premature. AZ-400 labs are still handled via Azure Pass although they will be converted soon.
