Achievement Code creation not possible

Hi Microsoft Team - we are unable to create Achievement Codes in Asia and France as the request tab is not visible in our Learn Accounts - Can you please get this sorted ASAP?

ENI Service (France) also has no Request Achievement Badge Button.
