Symptom:

Are you unable to log in with your Standard User account on Windows?

And even when you log in using an administrator account, you find this error message:

“Windows could not connect to the System Event Notification Service service. This problem prevents standard users from logging on to the system”

or 

“Failed to connect to a Windows service. Windows could not connect to the System Event Notification Service service.”
