Microsoft Account connected apps management
You can access it under Privacy > App access or directly via https://account.microsoft.com/privacy/app-access
This is basically the "modern" view of the same page, with the exact same data exposed. You can also get to it via Apps and services, but with few additional clicks are required.

That resolves most of my original concern about discoverability.
One inconsistency still remains, though: Microsoft’s own security notification emails still use the older http://account.live.com/consent/Manage URL for the “Manage your apps” button.
I understand that live.com is an official Microsoft domain and is likely retained for historical compatibility with the older Microsoft Account infrastructure. However, if Microsoft Account management is being modernized around account.microsoft.com, it would make sense to modernize these user-facing links as well.
Maintaining the legacy endpoint for compatibility is understandable, but users ideally should not need to interact with that legacy layer directly when an equivalent modern page already exists.
Updating security notification emails to point to:
https://account.microsoft.com/privacy/app-access
while keeping the old account.live.com endpoint available for backward compatibility would provide a more consistent and modern account-management experience.
In other words, the legacy infrastructure can remain behind the scenes for compatibility, while the user-facing experience consistently uses the current Microsoft Account domain and navigation model.
