If ADFS service is down, Azure Traffic Manager does not respond about it

We have configured ADFS Farm.

There are 2 ADFS Servers.

There are 2 WAP Servers.

There is 1 Azure Traffic Manager which interacts with WAP servers through endpoints.

If WAP service is down in any WAP Servers, Azure Traffic Manager responds about it.

But If ADFS service is down in any ADFS Servers, Azure Traffic Manager does not respond about it.

How to make it respond if any ADFS Service is down?
I will appriciate your response. Thanks.

Do you not have NLB in front of the ADFS servers? if not I would recommend load balancing the back end ADFS servers with sensors

No, we do not have. Can you please explain little more about "with sensors"?
Please provide configuration guidance or suggest any relevant article.

      Thanks Mitch!

        Hi Manmeet,

By sensors I meant probes to see if the service/url is up.

See the image it has a load balancer in front of WAP then another load balancer in front of the ADFS servers
