Vertical alignment works randomly in Excel

I have data in Excel cells in two rows  (text wrap allowed) and would like to show the first/second row when selected. Sometimes this works fine, but randomly it is not working. Not by macro script or by button in UI.

 

I have tried to restart Excel and/or computer, but it does not help. 

 

Any idea how to ensure the correct functionality of vertical alignment?

    For me this only works if I make each row ever so slightly higher than the default for rows of single line height. SO if the standard height is 14.4, I have to set it to 15.6 for example

    A picture would really help a lot here as I have a hard time to understand the problem right now!

      Problem is accuring in the last picture as well. As you can see cell aligns only to the top - even if "Align to bottom" is selected

      This shows the firt row (as it should) 

      Randomly this shows the second row (as it should) but usually this shows the first row as well:

       

      Aiming to have an easy translation for the workbook, but need some advice how to solve this problem.
