Unwanted conditional formatting

Hello, everyone.  I have a worksheet that has conditional formatting for performance/potential ranking.  However,, I want the conditional formatting for a particular cell to only be used for that cell.  When one of my users copies and pastes cell information, I do not want the conditional formatting to follow.  I've attached the spreadsheet for your perusal.  Help!
