turn off service required to use feature

When i try to access "Help", I get the error message "Your organization's administrator turned off the service required to use this feature"

I also get it the same error message regarding solver code: "Compile error in hidden module: Solver Code.  This error commonly occurs when code is incompatible .... (etc.)

    Here you should contact your administrator and inform him about your problem, maybe not allowed/blocked by administrator.

    Without further information about the Excel version, operating system/network, storage medium (Sharepoint, OneDrive, hard disk, etc.) it is impossible to offer any solution approach than the one I have already suggested to you.

      I authorized all possible communications to microsoft and now "Help" works OK
