SUMIFS help

Am I asking for the impossible, to get this to work? 

I'm trying to pull data by cost category and fiscal year without having to break it all out in a new table, but I'm thinking this isn't going to happen. This is the formula I am currently trying - =SUMIFS(C3:CP22, B3:B22, "=Design", C2:CP2, YEAR(2022)).
