Sort questions by values (not how it was organized)
How do I sort the questions (on the left side of the graph) to be in the order with the most agreement (i.e. question 1.4, question 1.6, question 1.3, question 1.1, question 1.5, question 1.7 and question 1.2)?

change the order of the data in the chart source. Excel will plot the chart in the order of the data in the spreadsheet. If you want to change the plot order, you need to re-arrange the data in the grid.
