Rolling average chooses different ranges

Hi,

I am using a 13-week rolling average in my calculation of productivity but it chooses different ranges for different people

There are some empty cells and zeros in a range.

I was wondering why it is doing this and how can I ensure that it always chooses 13 weeks counting from the current week. The Week reference number is contained in column A (3:54).
