return the page number of a cell that satisfied a condition first

I just looked at this reference page

which is quite reliable, in my experience. Note that it says nothing about formulas or functions that return "Page" value....
I think that's because it's a very arbitrary and temporary attribute, not actually connected with the cell in question. Your page break between 1 and 2 is quite arbitrary, readily moved...
So why don't we dig deeper here: What are you actually trying to do? There probably is another more robust way to accomplish it.
