I am working on a expense report. Each month has its own sheet and the summary sheet which shows how much money in each category was spent in each month. For the month on March is is showing #REF! for each category for the summary. Also for my yearly total it is showing the same error. Not sure how to fix this.

Summary for the year gives an error since you have it for March. Most probably if you correct March formula annual summary also will be correct.
