Quoting Date in Excel for CSV

I'm experiencing a challenge with how to configure a date field in Excel so when the file is saved as a csv the date field is enclosed in quotes.  I have tried the custom date format in Excel, Format > Cells > Custom setting this as \"m/d/yyyy hh:mm\", date is set to "6/11/2019 14:15", but when I save the files as a csv and view this in notepad the date is displayed like this:  ,"""6/11/2019 14:15""", I know I can edit this with notepad and find and replace the quotes but I'm trying to avoid that extra step.
