(Q) how to make limited budget in pivot table from power querry

I have a problem that my budget limit is wrong 

(That set of data is an example. The real one is very large and got unpivoted)

That what I think it gonna work but maybe I miss something

1.Can we make a grand total that sum from average of average of limit ?

2.I try =CONCATENATEX(VALUES once in add measure but I need calculation

3.I try to merge 2 table by Name but it told me many to one or one to many not work (my data is larger and have more column that unpivoted)
