Producing a Generated groups

Hello,

I need assitance. I have an issue with producing a generated table. For example. I have 170 kids and I want to put them into groups although, some of them need to be together and then I only want to pick 1 person then from each 'level' to make up a group of 8.

I can add a document that I have started to make more sense, if required
