Optimization Using Dropdown List

Hi! I'm trying to include an feature in an excel workbook that will select options from a dropdown menu (1), such that the value in a reference cell(3) (calculated from the effects of each dropdown selection) yields a max value. 2 are the effects of each selection 

I've been trying to use the Solver, but I'm not sure how to set it up for this particular problem (or if it's possible)
