    =IF((('Qtr 1'!C4)<>"")+('Qtr 2'!C4)<>"")+('Qtr 3'!C4)<>"")+('Qtr 4'!C4)<>""))>0,"Y","")

    Untested.

=IF(COUNTA('Qtr 1:Qtr 4'!C4)<>0,"Y","")
