Need help - complex formula for labels

Thank you for taking the time to read this.

I have to update the following table 200 times with the following rules -

FW is constant.

First number (country) range is 1-61

Second number (state) range is 1-10

Third number (city) range is 1-6

Ex. AB 1-1-1 to AB 61-10-6

And I need 9 of each.

They have to fit into this table grid (27x7):

Is there a macro I can set up or calculation that can allow me to keep updating the above table automatically?

Note that once it reaches 1-10-6 the next number is 2-1-1.
