Not sure what you exactly want, so 2 options:

If the Yellow: Select B2:D7 > Cond. Format. > New rule > Use a formula to determine...:
=COUNTBLANK($B2:$D2)=3

If the Green: Select G2:I7 > Cond. Format. > New rule > Format only cells that contain > In list Format only cells with choose Blanks
