Linking between workbooks

So I have a workbook titled 'Active' which currently has 19 rows and 23 columns of data. This workbook is dynamic in that the order in which I need it to display will change based on a priority number assigned. But I need to push this data to a second workbook (for now titled Sheet 1) which is static so a simple cell reference between sheets will not work. I have tried VLOOKUP formulas, but cannot seem to make that work either.

Suggestions?
