Input based on multiple conditions

Hello, 

I'm trying to sort a large data set to based on city, race, and year. so far I've been using =IF($C2=J$2,$E2,NA()) to do so. but I'm adding other races within the data set so the values position would change. Also, some of the races aren't counted for a year or 2 in some cities. any idea how to have excel basically auto sort them?
