Index, Match, Trim?

In H1:
=IFERROR(INDEX(Sheet2!$A$1:$A$50,MATCH("*"&D1&";*",INDEX(Sheet2!$C$1:$C$50&";",,),0)),"")
Adjust the ranges if needed, then fill down to the last used row.
